No. Placement entirely on private property — your driveway, yard, or a gravel pad — is unregulated everywhere in our service area. No permit is required for private property placement.

Any time the container needs to sit in a public street or right-of-way rather than on private property, it falls under the City of Odessa's Engineering Department, per the City's Code of Ordinances Major Construction Work division. That process applies specifically inside Odessa city limits.

We can't quote a specific dollar figure here, because the City of Odessa doesn't publish a dumpster-specific fee on its own site that we can independently confirm. Call us or the City's Engineering Department directly and we'll help you get the current, accurate number before you book.

No — Texas has counties and incorporated cities and towns, not a separate township layer. That's exactly why unincorporated Ector County land defaults straight to the county's Development Services department rather than any in-between office.

That's where TxDOT comes in, specifically its Odessa District — but only when a state highway right-of-way is actually involved, not for an ordinary city street. Placement on a regular Odessa street or another town's street is still handled through that city's own process, or Ector County's Development Services department for unincorporated land.

No. 30 TAC § 330.15 bars lead-acid batteries from disposal at a municipal solid waste landfill, and Texas Water Code § 7.185 makes knowingly or intentionally disposing of one improperly a Class A misdemeanor. Most auto parts stores and battery retailers will take an old battery back for recycling.

No. Whole, unprocessed tires are banned from landfill disposal under 30 TAC § 330.15, backed by a dedicated tire program under 30 TAC Ch. 328 Subch. F and Health & Safety Code §§ 361.112 and 361.1125. Tires need to be cut or shredded first, so they belong at a tire retailer, not in a roll-off.

It's not recommended, but it's important to understand Texas's actual rule here: unlike some other states, Texas does not have a blanket statewide landfill ban on electronics for residents. The Texas Recycles Computers Program covers computer equipment through a manufacturer-funded takeback system, and a separate Texas TV Recycling Act covers televisions the same way — both put the legal obligation on manufacturers, not on households. Not directly. Appliances containing CFC refrigerant — refrigerators, freezers, and A/C units — need refrigerant recovery completed before they can go to landfill. That's a compliance requirement rather than an outright ban, but it means these need to be routed through an appliance recycler rather than dropped straight in the box.

No, never, under any circumstances. Asbestos requires specialized handling and disposal by a licensed abatement contractor — it cannot go in a standard roll-off container regardless of location. This comes up more than you'd expect on older-home renovation and demolition jobs across Odessa.

Paint, fuel, motor oil, and other chemicals, plus medical waste, generally can't go in a standard roll-off, alongside the batteries, tires, and asbestos covered above. DIY used motor oil and used oil filters are also barred from landfill disposal under 30 TAC § 330.15. Ector County Environmental Enforcement publishes real penalty figures for illegal dumping: used motor oil dumping can carry up to 2 years of state jail time and a $10,000 fine, lead-acid battery dumping up to 1 year and $4,000, illegal dumping in waterways up to 2 years and $10,000, and a junked vehicle visible from a public right-of-way is a Class C misdemeanor carrying up to a $200 fine.
